National Roads Telecommunication Services Contract

In September 2005 Peek commenced its largest project to date; the Highways Agency NRTS project. This is a 10.5 year Public Private Partnership (PPP) contract involving all motorways in England and involved taking over the existing communications infrastructure, maintenance, and provisioning works from existing national and regional contractors, developing and deploying a new converged high speed network, and maintaining the new network for the period of the contract.

Peek is a key channel partner to the GeneSYS Consortium, which is led by Fluor - one of the world's largest publicly owned engineering, construction and maintenance services organisations. Fluor is providing the project finance and overall contract management. Peek provides maintenance services and network conditioning, whilst Alcatel, one of the world's largest information technology providers, provides the communications solution for GeneSYS. Other companies involved in the contract include Mott MacDonald as the infrastructure designer, Telindus as CCTV specialist provider and a number of civil engineering contractors.

The Highway Agency's (HA) motorway communications network requires various types of data circuits across their 7 Regional Control Centres (RCCs), the National Traffic Control Centre (NTCC), a number of Police Control Offices (PCOs) and in excess of 14,000 devices located along the 7,500 Km of motorway. The current telecommunications network of cables and equipment, installed over the previous 40 years, has been developed in piecemeal fashion, driven by the needs of individual road schemes to keep pace with the expanding motorway system. This network needed upgrading and managing nationally to meet the HA's current and future requirements for information exchange.

In response to the above requirements, NRTS (through GeneSYS) delivers the following benefits:
  • telecommunications services on a national basis

  • central co-ordination and management of the planning of telecommunications services

  • upgrade and extensions of telecommunications services to enable the Highways Agency to expand the network

  • development new types of services required by new initiatives such as Active Traffic Management and Managed Motorways

  • management of any commercial third party opportunities, generating revenue by using spare capacity in the fibre optic cable network

  • web based information on the performance and status of the network

  • provide design and consultancy services within the GeneSYS group


To support the NRTS project Peek has a team of over 100 personnel, including technicians, engineers, Network Operations Centre (NOC) engineers, system developers, health and safety, environmental and security staff, quantity surveyors and management. The team have also been involved in the development of the existing Peek fault management system for NRTS requirements; working towards both ISO14001 Environmental and ISO 27001 Security Standards. Peek is also using it's extensive regional network of offices and depots to provide facilities for the GeneSYS team throughout the country.

The NRTS project successfully delivered the new network and completed the construction phase in 2007. Since then, in addition to operating and maintaining the network, GeneSYS is working with the HA to identify future requirements and deliver upgrades and expansion capability to the communication system accordingly.
